Re-Roofing a Character Villa in Wellington: Rules, Materials and Details

· 6 min read · Guides

Quick answerA Wellington villa can be re-roofed in new corrugated steel that keeps its character, and original details such as a bullnose verandah, finials and chimneys can usually be kept. Before quoting, check two things: whether the house sits in a Wellington City Council character precinct, and whether the work changes anything a planner would care about, such as the roof form, height or material.

Villas and workers' cottages are a big part of what makes inner Wellington look the way it does. Te Ara records that one builder alone put up 156 houses in Mount Cook and Newtown between 1892 and 1908, and Heritage New Zealand describes Aro Valley's streetscape of workers' cottages and larger villas. Many of those houses still carry a corrugated roof over painted weatherboards.

A villa renovation often starts with the roof, because nothing else is worth doing until the house is dry. This guide covers the planning rules to check, the choice of roofing, how the period details are kept, and what happens to chimneys and flashings. For how a full re-roof runs from start to finish, see our re-roofing service page.

Is my house in a Wellington character precinct?

Check the District Plan maps for your address rather than going by suburb. Wellington City Council's 2024 District Plan includes Character Precincts and a separate Mt Victoria North Townscape Precinct, and parts of the plan became operative on 7 June 2024 after Ministerial decisions. Groups of houses have generally been treated as character areas, while the heritage areas mostly cover commercial streets such as Cuba Street.

Precinct boundaries do not follow suburb lines, so two villas a street apart can sit under different rules. The council's online District Plan maps show which overlays apply to a property, and a LIM will also list them. Individual buildings can also be scheduled as heritage items, which brings their own rules. If you live in Lower Hutt, Upper Hutt, Porirua or Kāpiti, your own council's district plan applies instead.

Do I need resource consent to re-roof a character house?

It depends on what changes, so ask before you commit. Two separate approvals are in play. A building consent is about the Building Code, and like-for-like roof replacement is often exempt under Schedule 1 of the Building Act, as MBIE's guidance on general repair, maintenance and replacement explains. A resource consent is about the District Plan, and that is where character precincts come in.

Replacing worn corrugated roofing with new corrugated roofing on the same roof shape is a very different proposal from changing the roof form, raising the ridge, adding dormers or switching to a profile that looks nothing like the original. The more a change shows from the street, the more likely it is to need planning input. We do not guess at this on a character house: if the work goes beyond like-for-like, we suggest a quick call to the council's duty planner, and we build any consent time into the programme.

Corrugated iron or COLORSTEEL on a villa?

For most villas the answer is both: new corrugated steel in a pre-painted COLORSTEEL finish. What people call corrugated iron today is corrugated steel, and the traditional villa look comes from the corrugate profile itself, so the roof keeps its character while gaining a factory-applied coating and modern underlay underneath.

Profile and colour are where the decisions sit. Corrugate is the natural match for a villa or cottage; trapezoidal profiles suit later houses and lower pitches but look out of place on a villa. Colour is personal, though many owners choose a traditional tone to suit the street. You can browse the range on our COLORSTEEL colours page and see the profiles on our COLORSTEEL and longrun roofing page. If the house is near the harbour, for example around Oriental Bay, it is likely to be in a higher corrosion zone, so check your address on BRANZ Maps and choose the steel grade to suit.

Can original details like finials and a bullnose verandah be kept?

Usually, yes. A bullnose verandah roof is made from corrugated sheet curved to a set radius, and new curved sheets can be made to match the original curve. The verandah framing is checked at the same time, because the curve depends on the timber below being sound and true.

Finials, decorative ridging and cresting are lifted before the strip-off, stored safely and refixed once the new roof is on. Where a piece is too corroded or broken to reuse, it can often be copied. Gable details, barge boards and fascia mouldings are timber work, so they are repaired by a builder or painter, but it is worth planning them alongside the roof so the scaffold is only up once.

List the details you want kept before the job is quoted. It is far easier to protect a finial that is on the plan than to replace one that went out with the old iron.

What happens to old chimneys and flashings during a re-roof?

Every flashing is replaced, and a chimney either gets new flashings or is removed before the new roof goes on. Old lead or steel flashings around chimneys, walls and valleys are often the weakest part of a villa roof, and reusing them under new steel wastes the new roof.

If the chimney stays, it gets a new apron flashing at the front, side flashings and a back gutter on the high side so water is turned around it. If it is being removed, the timing matters: taking it down while the roof is open and the scaffold is up means the gap can be framed and roofed over in the same job. Our roof flashing repairs page explains the flashing types in more detail.

What makes an inner-city villa re-roof different?

Mostly space. In Newtown, villas and cottages sit on small, narrow lots with minimal side yards and parking mostly on the street, and Thorndon's character houses sit close to the street with narrow side yards. Mt Victoria's housing is mainly villas and cottages too, much of it altered over the years. That means scaffold in tight gaps, materials carried in from the street and, sometimes, a footpath licence.

Age is the other factor. A roof that has been patched and altered over a century can hide a mix of framing, old underlay or none at all, and earlier repairs that do not match. Once the old roofing is off, the framing is checked and any extra timber work is photographed and agreed before it is done. If you are in the central suburbs, our page for roofers in Central Wellington covers the area.

When should you call a roofer about a villa re-roof?

As soon as you start planning a villa renovation, because the roof decides the order of everything else. Interior work, insulation and repainting all go better once the house is weathertight, and the scaffold for the roof can serve the painters too.

Cheeky's Roofers measures and quotes villa roofs for free, lists the details to keep, and flags anything that may need a planning check before work starts. You can book online and we will arrange a time to look at the house, inside the ceiling space as well as on the roof.

Frequently Asked Questions

Does a villa need roof underlay?

Yes, when it is re-roofed in steel. The Acceptable Solution E2/AS1 calls for underlay under profiled metal roofing, and many older villa roofs have tired underlay or none. New underlay goes on as part of the re-roof and catches any moisture that gets past the steel.

Can I paint my villa roof instead of replacing it?

If the corrugated roofing is sound with only surface wear, painting can buy time. If the sheets are rusted through at the laps, the fixings are failing or the roof leaks in several places, painting will not fix it, and a re-roof is the better spend over time.

Will a new roof make my villa louder in the rain?

Steel roofing on new underlay sounds much like the old corrugated roof, and ceiling insulation does most of the work in reducing rain noise. If noise matters to you, mention it at the measure so the underlay and insulation can be discussed together.

Can a villa roof be re-roofed in winter?

Yes, with care. The roof is stripped in sections and closed in each day, and the programme allows for wet and windy days. Villas with complex roofs and several valleys take longer, so spring and summer starts are popular for them.

Should spouting be replaced at the same time?

It often makes sense. The scaffold is already up, and new roofing draining into old, leaking spouting undoes some of the benefit. Quarter round and half round spouting profiles both suit villas, so the look can be kept.
